innovative proposals for radar algorithm development toward reliable long-range sensing in the Arctic radio frequency (RF) environment. The remoteness and large area of the Arctic favors the use of high frequency (HF) over-the-horizon (OTH) sensing methods, but the challenging propagation channel due to ionospheric turbulence requires new approaches to sensor configuration and signal processing to obtain the desired sensing reliability, in any time of day or weather conditions. This solicitation also provides an opportunity to collaborate on testing and data collection in the Arctic regions.
